Phillips, Joan Carol, 82, New Port Richey, passed away Oct. 6, 2018. She was a member of the West Pasco Quilters Guild and was Protestant in faith. She is survived by children, Scott (Cindy) Phillips of Palm Bay, FL and Kelly (Jimmy) Phillips of New Port Richey, FL; and sister, Carol Hill of Spring, TX. Carol is predeceased by her husband, Edwin Kenneth Phillips.
